Asset Performance Management System (APMS) for Different Capacity Transformers

The Hyderabad Electric Supply Company (HESCO) is procuring 500 units of Asset Performance Management System (APMS) for different capacity transformers as per Specification No. DD-76:2023 (amended to date). This procurement is specific to the Sindh province, with delivery locations including Regional Store HESCO Hyderabad, MCPL Workshop Jamshoro, and Nawabshah. The APMS units are intended to enhance transformer asset management and monitoring capabilities across these regions. The technical scope includes supplying APMS compatible with various transformer capacities (25 kVA, 50 kVA, 100 kVA, and 200 kVA) with prototype approval required before tender opening. The systems must comply with Universal Data Integration Layer (UDIL) standards certified by Power Information Technology Company (PITC) to ensure interoperability between different manufacturers' MDCs. Delivery is on a Free Consignee Stores (FCS) basis, with unloading responsibility on the supplier. The delivery period is 60 days from the purchase order date. Eligibility criteria require bidders to be manufacturers registered and prequalified with HESCO or DISCOs, registered with FBR, and on the Active Taxpayers List. Bidders must demonstrate manufacturing capacity, supply records for the last three years, and current contract commitments. Experience includes at least two successfully completed contracts for similar items in the last five years. Joint ventures are allowed with a maximum of three members. Key dates include the bid submission deadline on 7th May 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Bids must be submitted electronically via EPADS, accompanied by a bid security of PKR 2,000,000 valid for 28 days beyond bid validity. The performance security required is 5% of the total contract price. The payment terms specify payment within 30 days upon submission of required documents including inspection certificates and warranty.
