Establishment of an Electric Vehicle (EV) Charging Station at Creek Vistas, DHA Karachi

Pakistan Defence Officers Housing Authority (DHA) Karachi invites reputable and experienced firms or companies to submit proposals for the establishment of an Electric Vehicle (EV) Charging Station at Creek Vistas, DHA Karachi. This project is based on a Design-Build-Finance-Operate-Transfer (DBFOT) model with a mutually agreed revenue-sharing arrangement. Items being procured: - Design, financing, installation, operation, and maintenance of the EV Charging Station - Ensuring compatibility with national EV Charging standards - Providing real-time monitoring and billing system - Transfer of complete setup to DHA Karachi after the agreed license period The selected company will be responsible for the full lifecycle of the EV charging infrastructure, including AC/DC charging stations, battery swapping, and compliance with National Energy Efficiency and Conservation (NEEC) regulations for a maximum duration of 10 years. The scope demands technical expertise in electrical and energy projects, financial capacity, and adherence to national and international standards. Eligibility criteria require firms to be registered with SECP or relevant authority, have active registration with Income Tax and Sales Tax departments, be on the Active Taxpayer List (ATL), possess proven experience in EV charging or related electrical/energy projects, demonstrate financial and technical expertise, and not be blacklisted by any DHA. Tender documents can be obtained from the Estate Directorate, DHA Head Office during office hours from 10 AM to 4 PM (except Saturdays, Sundays, and public holidays) against a non-refundable Pay Order of Rs. 10,000 in favor of Pakistan Defence Officers Housing Authority before 25 September 2026. A refundable Bid Security of Rs. 50,000 in the form of a Pay Order is also required. Site visits can be coordinated with Lt Col Raja Waqar at 0345-5093490. Proposals including the financial bid must be sealed and submitted by 11:00 AM on 2 October 2026. Late submissions will not be entertained. Evaluation will be conducted by a Board of Officers. DHA Karachi reserves the right to reject any offer without assigning any reason.
