Tender Description
The Lahore Electric Supply Company (LESCO) is procuring Asset Performance Management Systems (APMS) for 100 kVA and 200 kVA distribution transformers in selected areas of Lahore. This procurement is part of the Power Distribution Strengthening Project (PDSP) financed by the Asian Development Bank (ADB). The contract covers design, manufacture, supply, installation, testing, commissioning, and completion of works on a turnkey/EPC basis. The scope includes integration of advanced metering infrastructure systems with real-time monitoring capabilities such as energy audit and remote disconnection features.
Eligible bidders must have completed at least two contracts in the last seven years involving APMS or similar systems with a minimum value of US$ 3.2 million each, demonstrating experience in complex energy management technologies. Bidders should be registered with FBR and ATL and meet the technical qualifications outlined in the bidding documents. The contract duration is 300 days from the effective date.
The bidding documents can be obtained from the Office of the Chief Engineer (Development), LESCO Project Management Unit, located at 132kV Qartaba Grid Station, Bahawalpur Road, Mozang, Lahore. A nonrefundable fee of PKR 10,000 or USD equivalent is required to purchase the documents. Bids must be submitted by 21 May 2026 at 11:00 A.M. to the same address, accompanied by the required Bid Security. Late submissions will be rejected.
A pre-bid meeting is scheduled for 22 April 2026 at 11:00 A.M. at the LESCO PMU office. Bidders are advised to carefully review the technical specifications and ensure full compliance with the bid requirements. One practical tip is to prepare the Technical Bid meticulously, ensuring all required documents and certifications are included to avoid disqualification. Early submission is recommended to avoid last-minute issues.
