Procurement of Asset Performance Management Systems on 100 kVA and 200 kVA Distribution Transformers

The Lahore Electric Supply Company Limited (LESCO) invites qualified suppliers and contractors to participate in the procurement of Asset Performance Management Systems (APMS) for 100 kVA and 200 kVA distribution transformers in selected areas of Lahore. This project is part of the Power Distribution Strengthening Project (PDSP) financed by the Asian Development Bank (ADB). The scope includes design, manufacture, supply, installation, testing, commissioning, and completion of works on a turnkey/EPC basis. Bidders must offer the complete scope as partial bids will be rejected. The contract duration is 300 days from the effective date. The technical scope requires advanced APMS integrated with energy audit features, remote disconnection, and communication modems using PLC, GSM, or other technologies. Eligible bidders must have completed at least two contracts in the last seven years involving similar systems with a minimum participation value exceeding US$ 3.2 million. Experience with integration of HES/MDC with MDM systems is essential. Bidders must be registered with FBR and ATL and meet PEC category requirements as detailed in the bidding documents. The bidding documents can be obtained from the Office of the Chief Engineer (Development), LESCO Project Management Unit at 132kV Qartaba Grid Station, Bahawalpur Road, Mozang, Lahore, upon payment of a nonrefundable fee of PKR 10,000 or USD equivalent. Documents may be collected in person or sent by registered post/courier for an additional fee. A pre-bid meeting is scheduled for 22 April 2026 at 11:00 A.M. at the same office. Bids must be submitted by 21 May 2026 at 11:00 A.M. to the address above, accompanied by the required Bid Security. Late submissions will be rejected. Bidders are advised to carefully review the technical specifications and ensure full compliance with the bid requirements.
