Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
The District Auction Committee of District Swat invites applications from registered contractors of Minor Minerals for participation in auction and grant of Minor Mineral lease of the following blocks in District Swat under provision of section 78 sub section (3) of Khyber Pakhtunkhwa Mines & Mineral Act-2017 for a period of one year mining lease on the basis of 'As is where is' against reserve price and call deposit given against each block. The auction will be held in the office of Deputy Commissioner Swat on 01/09/2026 at 11:00 AM. In case of non-auction due to any reason, the next date of auction will be 02/09/2026 at 11:00 AM.
Items being auctioned:
- Block 1: Ghora Gat to Shamozai Bridge, Acreage 329, Reserve Price 5,676,000 PKR, Call Deposit 1,419,000 PKR
- Block 2: Shamozai Bridge to Barikot Bridge, Acreage 1275, Reserve Price 11,055,000 PKR, Call Deposit 2,763,750 PKR
- Block 15: Sirsenai (Khwar), Acreage 65.9, Reserve Price 528,000 PKR, Call Deposit 132,000 PKR
- Block 16: Galouch (Khwar), Acreage 29, Reserve Price 374,000 PKR, Call Deposit 93,500 PKR
- Block 17: Kalakalay (Khwar), Acreage 70.3, Reserve Price 407,000 PKR, Call Deposit 101,750 PKR
- Block 33: Guljaba (Khwar), Acreage 5.53, Reserve Price 200,000 PKR, Call Deposit 50,000 PKR
- Block 34: Guljaba to Sirsenai (Khwar), Acreage 47.6, Reserve Price 400,000 PKR, Call Deposit 100,000 PKR
The auction terms require bidders to be registered with Directorate General Mines & Minerals Khyber Pakhtunkhwa as Minor Minerals Contractors. Application forms costing Rs. 10,000 (non-refundable) plus 2% KPPRA tax and 25% call deposit for each block must be submitted at least three working days before auction, deadline 28/08/2026. Blacklisted or unregistered persons are not eligible. Sketches of areas are available at Assistant Director Mineral Development Swat office. Call deposits and application fees must be deposited in specified Bank of Khyber accounts. Applicants must submit attested copies of CNIC, NTN, partnership deed if applicable, and paid-up capital evidence.
The successful bidder must deposit 1/4th of total bid money as security within three days of auction or forfeit call deposit. The second highest bid may be considered if difference with highest bid is less than 10%. The successful bidder shall demarcate leased area within 15 days at own expense and pay excise duty and surface rent as per Khyber Pakhtunkhwa Mines & Minerals Act, 2017. Only verified challans for transportation of minerals are allowed; unauthorized transport will be penalized. The competent authority reserves the right to accept or reject any bid with reason. Mining activities must comply with Riverbed Rules-2022.
