Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for the supply, installation, testing, and commissioning of a fully automatic dual-nozzle drum filling line at its Korangi plant in Karachi. This procurement includes a complete system capable of filling standard 205/208/210 litre steel or plastic drums with lubricants or finished petroleum products. The system features automatic drum detection, nozzle actuation, and filling sequence without manual intervention, ensuring a nominal filling capacity of not less than 60 drums per hour. Items being procured:
- Dual Nozzle Drum-Filling Machine (1 unit)
- Installation, Testing, and Commissioning services
The scope covers manufacture, supply, delivery on DDP basis, installation including mechanical alignment, electrical and pneumatic hook-up, site acceptance testing (SAT), performance/load testing, and commissioning. The system includes all mechanical, electrical, instrumentation, pneumatic, and automation/control components, with stainless steel construction for product-wetted parts. The filling method is bottom-up to minimize aeration and foaming, with Β±0.5% filling accuracy. The control system uses an industrial-grade PLC with IoT connectivity for remote monitoring and a user-friendly HMI interface. Pneumatic and electrical safety components are included, conforming to international standards such as ASME, IEC, and ISO 9001:2015.
Bidders must provide technical documentation including compliance sheets, GA drawings, catalogues, ISO certification, references of similar installations, and project execution schedule. Training for PSO personnel and a two-year spare parts package are mandatory. Warranty covers at least 12 months from commissioning or 18 months from delivery. The existing drum-filling machine will be dismantled and removed by the contractor. Delivery and commissioning must be completed within 180 days of purchase order issuance. Payment terms include milestone payments: 20% on delivery and 80% after successful commissioning.
Bidders are advised to conduct a pre-bid site visit to assess site conditions and existing equipment. OEM authorization is required for internationally sourced machines. Earnest money and performance guarantee of 10% of contract value are applicable. Liquidated damages for delay are set at 0.1% per day up to 10% of contract value. This tender offers a significant opportunity for qualified suppliers with experience in industrial filling systems to engage with a leading petroleum company in Pakistan.
A practical tip for bidders: Ensure your technical compliance sheet is thoroughly completed and supported by detailed datasheets and certifications to avoid disqualification during technical evaluation. Also, plan your site visit early to fully understand installation constraints and avoid claims for additional costs later.
