Tender Description
The House Building Finance Company Limited (Procurement) invites bids for the provision of Backup Internet Link services at its Head Office and Regional Offices located in Karachi, Lahore, and Islamabad. This procurement is planned for the financial year 2026-27 and aims to ensure uninterrupted internet connectivity through a backup link with high availability and security standards.
Items being procured:
- Backup Internet for Head Office Karachi: 50 Mbps CIR with /28 subnet (14 usable IPv4 IPs)
- Backup Internet for Regional Office South Karachi: 25 Mbps CIR with /30 subnet (2 usable IPv4 IPs)
- Backup Internet for Regional Office North Islamabad: 25 Mbps CIR with /30 subnet (2 usable IPv4 IPs)
- Backup Internet for Regional Office Central Lahore: 25 Mbps CIR with /30 subnet (2 usable IPv4 IPs)
The technical scope requires the bidder to provide fiber optic internet links using their own long-haul fiber infrastructure. The bidder must supply separate identical passive components such as routers, switches, and firewalls to ensure standardization and security. No obsolete components are allowed during the contract period. The bidder is responsible for installation, commissioning, and configuration of the network equipment as per HBFC requirements. The contract duration is five years with possible renewal by mutual consent. The bidder must be a valid license holder from the Pakistan Telecommunication Authority and provide 99% uptime with a web portal for link monitoring. Civil and electrical works, including permissions for road digging and right of way, are the responsibility of the bidder.
Eligibility criteria include valid PTA license, own infrastructure, financial strength with annual turnover exceeding PKR 100 million, and experience serving financial sector clients. Bidders must submit bids through EPADS v2.0 by the deadline of August 26, 2026, 11:00 AM. Bid security in the form of pay order or bid securing declaration is mandatory. The technical bid will be evaluated on network availability, financial strength, and client base. The contract will be awarded on least cost based selection.
The submission address for bid security originals is 3rd Floor, FTC Building, Shahra-e-Faisal, Karachi. Manual bids are not accepted. The successful bidder will provide a performance guarantee of 10% of contract price in the form of bank guarantee. The bidder must provide countrywide support with offices in Karachi, Islamabad, and Lahore.
