Construction of Barrack Accommodation for 128 ASF Personnel at Skardu International Airport

**Pakistan Airports Authority (PAA)** invites eligible constructors to submit bids for construction of accommodation barracks for 128 ASF personnel at ASF Camp, Skardu International Airport. The work is planned for completion within 20 months, with an expected commencement date of 2026-10-01. The procurement will be conducted through a national Single Stage-Two Envelope procedure using Least Cost Based Selection. The detailed BOQ is divided into four printed subheads: I Building Works, including excavation, RCC, reinforcement steel, masonry, roofing, finishes, doors, windows, painting and external works; II Water Supply and Sanitary Installations; III Construction of Soakage Pit and Septic Tank; and IV Electrical and Mechanical Works, including wiring, distribution boards, lighting, fans, transformer, 11 KV equipment and geysers. The BOQ grand total is **PKR 182,853,607.00**. Bidders must be registered on EPADS v2.0 and meet the stated eligibility requirements, including valid PEC registration in C-4 or above with relevant CE10, CE11, ME01 and EE11 specialization codes, FBR NTN and active taxpayer status, applicable SECP or Registrar of Firms registration, audited financial statements for the last three years, and evidence of required construction experience. Evaluation requires RCC frame building projects of at least **PKR 160 million** completed within the last five years, average annual turnover above **PKR 200 million**, average working capital of at least **PKR 50 million**, and a project-specific bank credit line of at least **PKR 50 million**. Joint ventures are permitted, up to three members. Electronic bids must be submitted only through EPADS by **2026-08-17 11:00:00**. Opening will occur online at 11:30 AM the same day. Manual bids are not accepted. The original bid security must also reach Islamabad International Airport, Islamabad Capital Territory, in a sealed envelope before the deadline.
