Tender Description
The Directorate of Research Centre for Conservation of Indigenous Breeds (RCCIB) Jhang, under L&DD Punjab, invites bids from eligible firms, companies, and suppliers engaged in trading and registered with Income Tax, Sales Tax, and Punjab Sales Tax authorities for the procurement of locally produced Breeding Bulls of Cholistani Cattle Breed for Semen Production Units in the public sector. This procurement is part of the development scheme titled 'CM Punjab: Herd Transformation to Enhance Livestock Productivity (Phase-I)' with a budget of **PKR 15.000 Million** for the financial year 2026-27.
Items being procured:
- Breeding Bulls of Cholistani Cattle Breed for Semen Production (15 Bulls)
The bulls must be true to breed with age between 24-30 months and live body weight over 230 kg. They must have known and available pedigree for parentage confirmation, with dam production not less than 15 liters in 24 hours as certified by authenticated PTP bodies or registered associations. Bulls must meet breeding standards of LBSA and be free from zoonotic and venereal diseases as well as internal and external parasites. Echogenicity tests for testicular physiology will be conducted for tentative selection, with final selection by a committee constituted by the Director General (P) L&DD Punjab, Lahore.
Interested bidders can download bidding documents from the E-Procurement portal (https://ep.punjab.gov.pk) and PPRA website (https://ppra.punjab.gov.pk/) free of cost. The bidding procedure follows the Single Stage Two Envelope system as per PPRA Rule No.38 (2)(a). Technical bids must be uploaded by or before **31-08-2026 at 10:00 AM**, with opening at **11:00 AM** the same day. Financial proposals of responsive bidders will be opened on **08-09-2026 at 10:00 AM** at the office of Director RCCIB, Jhang.
A 3% bid security (PSID) of the total estimated price (Rs.450000 Million) must be paid online before opening of technical proposals. The procuring agency reserves the right to reject any or all bids prior to acceptance under PPRA Rules 2014 with amendments.
Bidders are advised to carefully review the pedigree and health certification requirements and ensure timely submission of both technical and financial proposals through the E-Procurement system to avoid disqualification.
