Bulk One-Way Local SMS Services for Virtual University of Pakistan

The Virtual University of Pakistan (VU) invites bids for the procurement of Bulk One-Way Local SMS Services to support various projects, programs, and communications with students, faculty, and the public nationwide. This tender is specifically for the supply of transactional and promotional SMS services for a period of one year, with the possibility of extension up to three years on mutual agreement at approved rates. Items being procured: - One-way SMS Transactional (IT Department): 1,800,000 SMS - One-way SMS Transactional (Examinations Department): 1,500,000 SMS - One-way SMS Transactional (DigiSkills Training Project): 200,000 SMS - One-way SMS Promotional (Marketing Department): 2,500,000 SMS The scope includes provision of masked SMS services with character length between 3 to 11 characters, delivery on all regular and ported telecom numbers, a user-friendly SMS web portal, API integration with VU systems, bulk SMS delivery in a single API call, and detailed reporting and analytics with at least six months of historical data retention. Separate activation, billing, and operational accounts are required for each SMS segment. All sender masks must be PTA-approved and compliant with telecom regulations. Bidders must hold a valid PTA license or authorization for SMS services and provide all mandatory documents including bid security of Rs. 1,500,000, tender fee of Rs. 1,000, financial soundness certificate, affidavit of non-blacklisting, and valid NTN and GST certificates. The bid security must be submitted both as a scanned copy online and as an original hard copy physically. The tender follows a Single Stage Two Envelope Bidding Procedure with technical and financial proposals submitted separately but in a single package. Bids must be uploaded on EPADS v2.0 and submitted physically to the Procurement Department, Directorate of Finance, Virtual University of Pakistan, Sir Syed Memorial Society, 19-Ataturk Avenue, G-5/1, Islamabad by 02:30 pm on October 28, 2026. Technical proposals will be opened at 03:00 pm on the same day.
