Provision of Cellular & 4G LTE/5G Wireless Data Services to LESCO

The Lahore Electric Supply Company (LESCO) Admn Directorate is procuring Cellular & 4G LTE/5G Wireless Data Services for its operational needs in Lahore and surrounding districts including Okara, Sheikhupura, Nankana Sahib, Kasur, Pattoki, and Depalpur. This procurement is planned for the financial year 2026-27 and aims to enhance communication capabilities with reliable cellular and data services. Items being procured: - Data Bundles 100 GB (400 Nos) - Data Bundles 175 GB (200 Nos) - GSM Packages Group 1: CUG 5000 Min Any Net, 7000 Min, 2000 SMS, Internet 30 GB (41 Nos) - GSM Packages Group 2: CUG 5000 Min Any Net, 5000 Min, 2000 SMS, Internet 25 GB (980 Nos) - GSM Packages Group 3: CUG 4000 Min Any Net, 3000 Min, 2000 SMS, Internet 15 GB (2600 Nos) The technical scope includes network availability with fallback options (3G/4G/5G), dedicated helpline, web portal and mobile applications for monitoring data usage and recharges. The service provider will conduct a thorough survey of LESCO sites for equipment installation and provide qualified personnel for configuration and testing. All equipment must be latest technology, brand new, and compatible with existing network infrastructure. Faulty equipment will be replaced promptly with latest capacity alternatives. The contract includes a rate contract valid for two years with possible extension based on performance. Eligibility criteria require bidders to be registered with FBR, Pakistan Telecommunication Authority, and hold valid 4G LTE/5G licenses. Bidders must provide performance certificates and client lists for cellular/data services. Financial strength, network coverage, corporate clientele, and spectrum holdings are evaluated. The bid security must be submitted in specified forms and original before the deadline. The submission deadline is strictly Thursday, July 23, 2026 at 10:00 AM via EPADS v2.0. Manual bids are not accepted. Bidders must submit technical and financial bids in two envelopes. The evaluation will be based on Least Cost Based Selection (LCBS) with a 70% technical passing threshold. The contract includes liquidated damages for non-performance and requires a 10% performance guarantee.
