Tender Description
The Planning Development & Research (PD&R) Wing of the School Education & Literacy Department, Government of Sindh, Karachi, is procuring consulting services for the establishment of a Centralized Financial & Development Data Management and Monitoring Hub, known as the SPEED System. This project aims to modernize school development planning, execution monitoring, and financial reconciliation through a modular, integrated, secure, and auditable software platform.
Items being procured:
- Establishment of SPEED Software-Integrated Platform
- Core Platform with Role-Based Access Control and audit logging
- API-based integration with Finance SAP, RSU, HRMIS, M&E, and PSEB systems
- AI/NLP Analytics for predictive monitoring and natural language queries
- GIS Visualization with satellite imagery integration
- Mobile apps for field data capture with offline capabilities
- OCR-based digitization of legacy PC-I to PC-V documents
- Automated PC document generation templates
- User and Technical Training for over 500 staff
- Post-Implementation Support for 12 months
- Cloud Hosting with Tier-III equivalent infrastructure
- Document scanning and secure cloud storage
The technical scope includes development of a secure, scalable web-based system with modern tech stack (Angular/React, Node.js/Python, SQL Server), ISO/IEC 27001 security compliance, AES-256 encryption, and cloud hosting within Pakistan to comply with data sovereignty. The system will integrate with existing government platforms via secure APIs, provide AI-enabled analytics, GIS mapping, mobile data capture, and legacy data digitization.
Eligibility criteria require firms to be registered, on the Active Taxpayers List (ATL) of FBR, with relevant experience in software systems for education or government sectors, ISO 9001 certification, and financial soundness. PEC category is not specified but experience in IT consultancy and software development is essential.
Key dates include bid submission by 20th July 2026 at 11:00 AM, with technical bid opening at 11:30 AM the same day. Bids must be submitted online via E-PAD System. The original tender fee of Rs. 5,000 and bid security of Rs. 5 million must be submitted in sealed envelopes to the Deputy Director's office at 2nd Floor, Old KDA Building, Sindh Secretariat #3, Karachi before bid opening.
