Establishment of Centralized Monitoring and Coordination Control Center at ECP Secretariat, Islamabad

The E&M-Maintenance Division PMOH Maintenance of Public Buildings under the Capital Development Aurhority (CDA) invites sealed bids for the establishment of a Centralized Monitoring and Coordination Control Center at the ECP Secretariat, Islamabad. This procurement is for the fiscal year 2026-27 and will be executed under a National Single Stage-One Envelope bidding process using Least Cost Based Selection (LCBS) technique. Items being procured: - Reinforced cement concrete works including roof slabs, beams, columns, lintels, girders - Fabrication and installation of mild steel reinforcement - Damp proof course of cement concrete - Pacca brick work in foundation and plinth - Cement plastering and surface painting with emulsion paint and distemper - Installation of ceramic tiles dado - Glazed aluminium windows with tinted glass - Deodar battened ledged and braced doors and windows - PVC/uPVC pipe lines and copper conductor cables - Supply and installation of MCBs and distribution boards - Electrical fittings including switches, sockets, wiring, and lighting - Installation of Motorola hand-held radios, mobile two-way radios, base stations, and surveillance earpieces - Installation of 100-ft triangular guyed wired communication towers - Installation, commissioning, configuration, and calibration services - Air conditioning units with copper piping and insulation - LED panel lights and LED round shape lights The scope covers civil, electrical, and communication works including supply, installation, testing, and commissioning. Bidders must be registered with NADRA, FBR, and PEC as applicable. Bid security in the form of Call at Deposit or bid securing declaration is required. Bids must be submitted online through EPADS v2.0 by 19 October 2026 at 11:30 AM. Manual submissions will not be accepted. The technical and financial bids will be opened on the same day at 12:00 PM. Interested bidders should register on EPADS and may attend the pre-bid meeting on 7 October 2026 at Room # E-109, PM Secretariat, Sector G-5, Islamabad.
