Civil and Upgradation Works by Military Engineer Services GHQ Rawalpindi FY 2026-27

The Military Engineer Services (MES) GHQ Rawalpindi invites applications for pre-qualification and issuance of tenders for various civil, upgradation, and miscellaneous works across multiple zones in Pakistan for the fiscal year 2026-27. These works are intended to enhance infrastructure and facilities at military and cantonment locations including construction of buildings, boundary walls, water tanks, sewerage systems, roads, and electrical installations. Items being procured: - Construction of Club Mess Mangla - Construction of SM Bks at Kharian - Construction of MOQ Block at Kharian - Construction of Storage Facility at Kharian Office and 8 x Ops at DI Khan - Construction of Stores and Vehicle Sheds at Mangla, Kharian, Nowshera, Lahore, Sialkot, Gujranwala, Multan, Bahawalpur, and other locations - Upgradation of ITC/OT/FW Psc - Upgradation of Sewerage Lines and Systems at various cantonments - Construction and Upgradation of Boundary Walls - Construction of Hospitals/Dispensaries at Brotha, Bahawalnagar, Bahawalpur - Construction of Overhead Water Tanks (100,000 and 25,000 gallons) at multiple locations - Re-Carpeting and Upgradation of Roads at Gilgit, Karachi, Hyderabad, Rawalpindi, Multan, and other cities - Installation and Upgradation of Electrical Systems including street lights, transformers, and solar power plants - Provision and Upgradation of Water Supply Networks and Hypochlorinator Systems - Repair and Maintenance of various E&M and Building & Roads works The scope covers extensive civil works including construction of messes, stores, vehicle sheds, boundary walls, water tanks, hospitals, roads, and electrical installations. The works are spread across North, South, and Centre zones covering cities such as Mangla, Kharian, Rawalpindi, Lahore, Karachi, Hyderabad, Quetta, Gujranwala, Multan, Sialkot, Bahawalpur, and others. Eligible contractors must be registered with Pakistan Engineering Council (PEC) in categories 'A' or 'B' and have relevant experience. Contractors must submit applications with complete credentials and deposit the tender fee to receive tender documents. A certificate confirming no litigation with government departments and no outstanding inspection reports is mandatory. Tenders must be submitted to HQ DW&CE (A) GHQ Rawalpindi by 1130 hours on 03 November 2026 and will be opened at 1200 hours the same day. Contractors may attend the tender opening. The accepting officer reserves the right to accept or reject any tender as per PPRA rules.
