Tender Description
The Public Health Engineering Division Lasbela is procuring civil works and solar system installation services for two bore solar projects in UC Kenwari, District Lasbela. This procurement is part of the PSDP 2025-2026 development plan. The projects include civil construction and solar system installation with estimated costs of approximately PKR 5.531 million and PKR 4.369 million respectively for each scheme, totaling around **PKR 19.8 million**. The scope covers site-specific civil works and the supply and installation of solar power systems, reflecting a significant infrastructure upgrade in the region.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and specialization. Valid registration with FBR for Income Tax, Sales Tax, and Balochistan Revenue Authority (BRA) is mandatory, with all returns active and verifiable online. Experience is critical; firms must have completed at least three similar water supply works within the last three years, supported by work orders and completion certificates. Financial soundness and turnover details must align with bidding document criteria. Firms must also provide an undertaking on judicial stamp paper or company letterhead confirming no blacklisting by any government or semi-government entity.
The tender fee is non-refundable at Rs. 1,000 per work, payable through NBP under Head of Account C02726. Earnest money in the form of a Call Deposit Receipt (CDR) or Bank Guarantee equivalent to 2% of the bid amount is required. Authorized representatives must submit bids with proper authorization letters on non-judicial stamp paper. All technical and financial bids must be signed, stamped, and marked from the first to the last page, with no overwriting allowed.
The bid submission deadline is **13th May 2026 before 10:00 AM**, with bid opening at 11:00 AM the same day. Bidders should carefully prepare their documents to avoid disqualification. A practical tip is to ensure the financial bid includes a rate analysis if the offered rate is below 10% of the estimated cost, as this is a mandatory requirement. This tender offers a valuable opportunity for contractors specializing in civil and solar works in Balochistan to participate in a government-funded project with clear procedural guidelines and deadlines.
