Tender Description

This tender issued by the National Grid Company of Pakistan Limited (NGC) Lahore office invites bids for comprehensive civil works, erection, testing, and commissioning services for the addition of 02 Nos. 220kV line bays at two major grid stations: the 220/132kV Nowshera Industrial Grid Station and the 500kV Sheikh Muhammadi Grid Station. Items being procured: - Earth work clearing and grubbing of site area - Filling, levelling, and compaction of substation area - Construction of reinforced cement concrete foundations for 220kV switchyard equipment including post insulators, circuit breakers, CT/CVT/CCVT/LT foundations, surge arresters, bus/line disconnectors, and gantry foundations - Construction of cable trenches with RCC covers and steel cable trays - Construction of switchyard roads, drainage systems, and gravel work - Dismantling of existing water drains - Assembly, erection, testing, and commissioning of 220kV equipment including circuit breakers, isolators, current transformers, voltage transformers, surge arresters, post insulators, busbars, overhead strain buses, shield wires, and gantry columns and beams - Installation of substation general equipment such as underground earthing mesh, switchyard lighting, and firefighting systems - Environmental management including appointment of Environmental/HSE Officer, water, air, and noise quality monitoring, and waste management The technical scope covers all civil works, electrical equipment erection, testing, and commissioning as per detailed drawings and specifications. The contractor is responsible for transportation of equipment from NGC warehouses in Lahore, Multan, Faisalabad, Jamshoro, and Hyderabad to the site, safe storage, and coordination with secondary equipment contractors. The contractor must comply with all environmental, social, health, and safety safeguards as per ADB and NGC requirements. Eligibility criteria include valid PEC licensing in relevant categories, registration on the Active Taxpayers List (ATL) of FBR and provincial authorities, and no blacklisting by government or donor agencies. Experience requirements specify execution of similar extension or augmentation works on 220kV or higher voltage substations within the last 10 years, with performance certificates and completion evidence.
