Cleaning and Janitorial Services Contract for State Life Buildings at Rawalpindi, Islamabad and Gujrat

The State Life Insurance Corporation of Pakistan invites bids for providing Cleaning and Janitorial Services in its buildings located at Rawalpindi, Islamabad, and Gujrat. This tender covers janitorial services for multiple State Life buildings including SLIC Building No.1 at The Mall Rawalpindi, Buildings No.5 & 7 and Tower (Plot-61) at Jinnah Avenue Islamabad, Building No.8 at Kashmir Road Rawalpindi, Building No.9 at Blue Area Islamabad, Rest House at Ayubia, and Building at G.T Road Gujrat. Items being procured: - Sweeping and cleaning of all rooms, halls, lobbies, terraces, stairs, courtyards, parking areas, footpaths, rooftops - Dusting and cleaning of interior and exterior surfaces including stairs railing, glass doors, windows, partition walls, fans, sign boards - Wax polishing of floors and lobby areas quarterly - Cleaning and washing of kitchens, pantries, bathrooms with disinfectants - Carpet cleaning by vacuum cleaner - Cleaning rainwater from rooftops and basements during monsoon using 2-HP submersible pumps - Disposal of debris, junk, litter, and garbage as per municipal rules - Cleaning and clearing of manholes, sewerage lines, and drains - Dusting and cleaning pictures, glazing, shelves, venetian blinds, windows weekly - Cleaning main gates weekly - Maintaining greenery and plants - Providing and maintaining liquid hand wash dispensers and air fresheners - Providing towels, toilet soap, and tissue rolls - Fumigation for disinfection, pest and rodent control The scope includes comprehensive janitorial services with required cleaning equipment and materials to be provided by the contractor at their own cost. The contract requires firms with over 5 years of relevant experience, registration with FBR, NTN, SST, EOBI/PESSI, and e-PADS registration. Firms must have experience with federal government organizations, banks, or multinational companies. The technical bid will be evaluated on company profile, contracts handled, technical staff, equipment, financial strength, and enlistment with government or multinational organizations. A bid security of Rs. 1,612,000 in the form of a pay order is mandatory. The contract duration is initially 12 months with possible extension for 2 more years. The contractor is responsible for all labor wages, statutory payments, and providing uniforms and identity cards. Payments will be made monthly after satisfactory service verification. The contractor must ensure minimum wages compliance and provide insurance coverage of Rs. 1,000,000 for negligence. Bids must be submitted electronically via the e-PADS portal by 15-10-2026 at 11:00 AM and will be opened the same day at 11:30 AM. No physical bids will be accepted.
