Tender Description
The Port Qasim Authority (PQA) Karachi invites bids for cleaning and sweeping services for PQA areas, offices, and housing complex for the fiscal years 2026-27 and 2027-28. This procurement is planned under the fund for FY 2026-27, with part of the proceeds applied to cover eligible payments under the contract titled 'Tender for Cleaning & Sweeping Services for PQA Areas / Offices & Housing Complex 2026-28' referenced as 'P96877'.

The scope includes comprehensive cleaning and sweeping of all designated PQA premises and residential areas, ensuring hygienic and well-maintained environments. Bidders must be registered on EPADS v2.0 and submit bids electronically through the EPADS portal. The procurement will follow the Single Stage Two Envelope procedure using the Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004.
All bids must be accompanied by a Bid Security as described in the bidding documents, in the form of Pay Order or Bid Securing Declaration. Manual bids will not be entertained. Bidders not registered on EPADS v2.0 must register themselves at https://vendors.epads.gov.pk/. A pre-bid meeting will be held on Friday, September 4, 2026, at 11:30 AM in the DG (Admin) Conference Room, Administration Block 3, Port Qasim Authority. The Grievance Redressal Committee (GRC) is notified for this procurement. Notification copies and procurement rules are available on the procuring agency's website and PQA's official website www.pqa.gov.pk.
Bidders are advised to carefully review the e-bidding documents and ensure timely submission through EPADS before the deadline of Thursday, September 24, 2026, at 11:30 AM. Bids will be opened the same day at 12:00 PM. It is crucial to comply with all registration and submission requirements to avoid disqualification.
