Tender Description
The Reform Support Unit of the School Education & Literacy Department, Government of Sindh, Karachi, is procuring Cloud Hosting and System Development services for the Human Resource Management Information System (HRMIS). This procurement is part of the Development through Enhanced Education Program (DEEP) funded by the European Union through the Government of Pakistan. The scope includes manufacturing, supplying, installation, and fixing of cloud infrastructure items as per detailed technical specifications and drawings. The project requires delivery and installation at specified locations in Karachi with a total contract completion time of 90 days, ending by 31st July 2026.
The technical scope covers virtual server infrastructure with specified vCPU, RAM, and SSD storage configurations for primary, backup, and disaster recovery sites. It also includes dedicated internet connectivity, DDoS protection, next-generation firewall, and licenses for Windows Server 2021, MS Office 365, and virtualization platforms such as vSphere 8. The supplier must ensure high availability configurations, data security compliance, daily backups, incident response, and 24/7 support with defined service level agreements including 99.9% uptime.
Eligible bidders must be registered with FBR and relevant authorities, possess valid GST and Sindh Sales Tax certificates, and demonstrate at least five years of experience with similar projects. They must submit a non-refundable tender fee of PKR 3000 and a bid security of 2% of the quoted bid amount. Technical bids will be evaluated on criteria including company profile, certifications, financial strength, project experience, and qualified human resources. Only bidders scoring at least 80% in technical evaluation will be considered for financial bid opening.
The submission deadline is 14th May 2026 at 02:30 pm at the office of the Chief Program Manager, Reform Support Unit, Karachi. Technical bids will be opened the same day at 03:00 pm. Bidders should submit bids electronically via the Sindh Public Procurement Regulatory Authority (SPPRA) portal e-PADS. Manual bids are not accepted unless electronically submitted first. The bid price must be inclusive of all taxes, transportation, insurance, and installation charges. Performance security of 10% of contract price is required within 21 days of award. The contract includes a one-year warranty period with obligations for defect rectification.
