Tender Description
The Trading Corporation of Pakistan (Pvt) Limited (TCP) invites bids for obtaining Commodity Operations Financing (COF) for Sugar, Wheat, Urea, Cotton, and Rice (Outstanding/Fresh) alongwith markup rates and opening of Letter of Credit (LC) for the quarter October-December, 2026. This procurement is for non-consultancy services related to financing operations conducted through a Cash Credit Limit approved by the Ministry of Finance and allocated commodity-wise and bank-wise by the State Bank of Pakistan. The financing is against Government of Pakistan guarantees.
Items being procured:
- Commodity Operations Financing for Sugar, Wheat, Urea, Cotton, and Rice
- LC commission not exceeding 0.01% (exclusive of tax) on opened/established LC amount
The tender amount for COF is Rs. 506.600 Billion. TCP reserves the right to obtain additional limits/financing during the quarter against quoted or lowered rates. The accepted markup rate will be the lowest quoted rate. Conditional or slab markup rates will not be accepted. Islamic banks will follow Shariah principles as agreed. Successful banks must settle requested amounts by the next working day after issuance of SBP allocation; delays will result in bearing the difference in financial cost/markup by the banks.
Eligibility requires banks licensed by the State Bank of Pakistan or registered with SECP. Consortium or joint venture participation is not allowed. Bids must be valid until 31st December 2026. Failure to comply or backing out may lead to blacklisting. TCP will not bear any fees, taxes, or charges related to financing facilities.
Bids must be submitted online through EPADS v2.0 by Monday, September 28, 2026, 11:00 AM. Bid security must be submitted in original to TCP's office in Karachi. Technical and financial bids will be opened on the same day at 11:30 AM. Manual submissions are not accepted. Clarifications can be sought through EPADS v2.0 by September 21, 2026.
A practical tip for bidders: Ensure your bid includes only one markup rate and the LC commission does not exceed 0.01% to avoid disqualification. Register early on EPADS v2.0 to avoid last-minute submission issues.
