Comprehensive Fire Safety, Life Safety and HSE Audit and Design Consultancy for Healthcare and Allied Establishments

The Ministry of National Health Services, Regulations & Coordination Islamabad invites Expressions of Interest from consultancy firms or joint ventures for comprehensive fire safety, life safety and HSE audit and design consultancy for healthcare and allied establishments under its administrative control in Islamabad and Rawalpindi. Items being procured: - Fire Fighting and Fire Alarm Safety Systems including fire detection, addressable alarm systems, water storage and pumping, ring mains, hydrants, landing valves, automatic sprinklers, hose reels, portable extinguishers, means of egress, compartmentation, smoke control, emergency lighting and signage, electrical fire hazard control, fire service access - Biomedical Equipment assessment, specification, life-cycle planning, calibration, maintenance, and planning of critical care, surgical, diagnostic, imaging and laboratory equipment - HVAC Systems including heating, ventilation, air-conditioning, load calculations, filtration, pressure regimes, isolation rooms, chillers, air handling units, ducting, fire and smoke damper integration - Infrastructural and External Works including civil, structural, electrical, plumbing, medical gas and vacuum systems, lifts, water supply, drainage, sewerage, roads, pathways, parking, fire tender access, accessibility, external services - Modular Operation Theatres and Intensive Care Units functional planning and design including cleanroom ceiling systems, HEPA filtration, medical gas pendants, isolated power supply, nurse call, construction phasing The consultancy scope covers hospitals, primary healthcare units, medical and regulatory councils, institutes, laboratories and offices under the Ministry's control. Eligibility requires firms to be legally registered in Pakistan with valid PEC registration in relevant categories or equivalent foreign registration with undertaking to obtain PEC registration, active NTN and sales tax registration, minimum 5 years relevant experience preferably in operational healthcare facilities, specialist disciplines strength, audited financial capacity, and no blacklisting by PPRA or government agencies. Submission must include company profile, PEC registration certificate, NTN and sales tax registration, statement of applicable components, joint venture agreements if any, list of similar assignments in last 7 years with client contacts, staff CVs, audited financial statements for last 3 years, affidavit on stamp paper regarding blacklisting status, and contact details. Profiles must be submitted in a sealed envelope clearly marked 'EXPRESSION OF INTEREST – FIRE SAFETY, LIFE SAFETY AND HSE AUDIT CONSULTANCY' by 1500 hours on Monday, 5th October, 2026, by post/courier or by hand at Ministry of National Health Services, Regulations & Coordination, 3rd Floor, Kohsar Block, Pak Secretariat, Islamabad, or by email as a single searchable PDF not exceeding 25 MB to js.admin@nhsrc.gov.pk. Late submissions will not be entertained. This is not a bidding notice; no bid security or financial proposal is required at this stage. The Ministry intends to proceed with negotiated tendering under Rule 42(d)(iii) of Public Procurement Rules 2004 due to urgency.
