Concession to Establish, Operate and Maintain CIP Lounge and Premium Lounge at Jinnah International Airport Karachi

Pakistan Airports Authority (PAA) invites bids for a valuable business concession at Jinnah International Airport Karachi. The concession involves establishing, operating, and maintaining the CIP Lounge and Premium Lounge inside the International Departure area, along with a Transit Restaurant, Food Court, and Play Area at Level III / Mezzanine Floor of Domestic and International Departure Area. Additionally, a Fast Track Processing Facility in the International Departure of JIAP Karachi is included on a Master Retailer basis. Items being procured: - CIP Lounge and Premium Lounge - Transit Restaurant / Food Court - Play Area at Level III / Mezzanine Floor - Fast Track Processing Facility in International Departure The license period is five years or until outsourcing of the airport, whichever is earlier. The reserve price is set at a substantial Rs. 83,500,000 per month, with a 10% annual enhancement on a cumulative basis for subsequent years. Bids exceeding the reserve price will be entertained. Tender forms can be obtained from the Office of Officer In-charge, Commercial located at Room No.3016-17, Level-III of JTC, JIAP Karachi, upon submission of a written request with CNIC and NTN certificates and payment of Rs. 5,000 via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Technical and Financial offers must be submitted in separate sealed envelopes marked "Technical Offer" and "Financial Offer" respectively, placed together in one envelope. Submission and opening will take place on 15-09-2026 at 1500 hrs and 1530 hrs respectively in the Main Conference Room (Room No.6035) at Level-VI, Jinnah Terminal, JIAP Karachi. Late submissions will not be accepted. Eligibility requires registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Earnest money and bid security rules apply strictly. Defaulters of PAA dues are ineligible. Fake or bogus pay orders will lead to disqualification and blacklisting.
