Concession for Design, Construction and Operation of Multiple Infrastructure Projects in Muzaffarabad

The Development Authority Muzaffarabad is inviting Expression of Interest from private sector participants for a concession to design, construct, and operate multiple infrastructure projects under a Build, Operate and Transfer (BOT) arrangement. These projects include Walkway, Western Bypass, Makri Park and Albaik Park, Meratanolian Park, Heyamohala Park, rooftop utilization and upgradation of Bank Road Plaza, open parking development, Food Street at Old Steel Bridge, Baradari at Dornail, and Flowers Nursery and Market at Dornail. The projects are located in various notified areas of Muzaffarabad and form part of the Public Parks and Horticulture sector. The concession period ranges from a minimum of five years up to twenty years depending on the financial and technical proposals submitted. The concessionaire will have the right to collect fees from approved ancillary facilities to generate income. The scope includes all components of design, construction, maintenance, and operation in accordance with the employer's specifications and quality standards. Interested bidders must demonstrate technical competence, relevant experience, legal status, organizational structure, audited accounts, and financial analysis as part of their submission. Bidders should be registered with FBR and ATL and must not be blacklisted. The bid security in the form of a CDR is mandatory. The submission deadline is 29th July 2026 at 1200 hours at the Development Authority Muzaffarabad office located on Tariqabad Road. Bids will be opened the same day at 1230 hours in the presence of bidders' representatives. A pre-bid meeting is scheduled for 3rd July 2026. It is advisable for bidders to carefully review the concession agreement terms and ensure all required documents are submitted in hard copy to avoid disqualification. Earnest Money and CDR requirements must be strictly followed to maintain eligibility.
