Tender Description
The Islamabad Electric Supply Company (IESCO) through its Village Electrification division in Islamabad Capital Territory is procuring construction services for the development of 2x2 and 2x3 duct lines to facilitate the shifting of HT/LT lines from Mochi Gali to Qamar Hospital. This project falls under the jurisdiction of the Construction Division IESCO Islamabad and is planned for the financial year 2026-27.
The technical scope includes the supply and laying of duct lines with manholes, transformer plinths, HT/LT path crossings, and the laying of HT/LT cables. The work involves civil construction activities such as excavation, concrete works, brickwork, plastering, and reinforced cement concrete, along with electrical works including cable laying and jointing. The project requires materials like sand, burnt bricks, cement concrete of various grades, steel reinforcement, and approved HT/LT cables as per IESCO specifications.
Eligible bidders must be registered engineering firms with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, and must be prequalified by NTDC Lahore. Firms should have active registration with FBR and Punjab Revenue Authority, demonstrate financial capacity with a bank statement showing balance up to 25% of the BOQ cost, and have filed income tax returns for FY 2024-25. Experience in similar works with DISCOs or government/semi-government organizations is mandatory. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS.
The bid submission deadline is Monday, June 29, 2026, at 09:30 AM via the EPADS v2.0 system. Bidders must submit a bid security as per the bidding documents and ensure compliance with all eligibility criteria. The technical and financial bids will be evaluated using the Least Cost Based Selection (LCBS) technique. The contract will require a performance guarantee of 10% of the contract price.
