Construction of 2x2 & 2x3 Duct Line, Supply of 1st Class Burnt Bricks, Supply of Sand Free of Dust (Coarse), Road/Gate/Path Crossing for Laying of HT/LT Underground Cables in Islamabad

The Village Electrification division of Islamabad Electric Supply Company (IESCO) invites sealed bids from eligible and qualified bidders for the construction of 2x2 and 2x3 duct lines, supply of 1st class burnt bricks, supply of sand free of dust (coarse), and road/gate/path crossing for laying HT/LT underground cables in Islamabad. This procurement is under contract reference P87280 for the financial year 2026-27. Items being procured: - Supply of sand free of dust (coarse) 120 Cum - Supply of 1st class burnt bricks (standard size) 1000 Nos - HT single channel cable laying 8 KM - HT double channel cable laying 5 KM - LT cable laying (all kinds) 10 KM - Excavation in very hard soil 1200 Cum - Excavation in shingle and gravel formation 900 Cum - Dismantling and removing road metling 30 Cum - Providing, lowering & laying RCC cement concrete pipeline 3600 Mtr - Providing & laying joints and testing of AC pipe 2000 Mtr - Cement concrete plain 1:2:4 55 Cum - Cement concrete plain 1:3:6 70 Cum - Cement concrete plain 1:4:8 125 Cum - Dismantling cement concrete plain 50 Cum - Brick work other than building 135 Cum - Cement plaster (1:3) 750 Sqm - Erection & removal of centring for RCC or plain cement concrete work 2000 Sqm - Reinforced cement concrete work 60 Cum - Supplying and fabrication of intermediate grade deformed reinforcement 1200 KG - Supply of angles 3 Mtr - Providing laying into trenches jointing of PVC class-B pipe line 30 Mtr - Conducting horizontal boring for 6" MM I/Dia 30 Mtr - Collection and installation of earthing arrangements for HT/LT steel structure 300 Each The scope includes construction of duct lines, supply of materials, and laying of underground cables as per IESCO standards and WAPDA specifications. The work will be executed in the jurisdiction of Construction Division IESCO Islamabad. Bidders must be registered with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, registered with FBR for NTN and GST with active status, and Punjab Revenue Authority with active status. They must provide a fresh bank statement with balance up to 25% of BOQ cost, income tax returns for FY 2025-26, and demonstrate experience of similar works in DISCOs or government/semi-government organizations. The bidding process follows Single Stage One Envelope method with Least Cost Based Selection (LCBS). Bids must be submitted online through EPADS v2.0 portal by Tuesday, September 8, 2026 at 09:30 AM. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft must be submitted in hard copy to IESCO Head Office, Sector G7/4, Islamabad. Technical and financial bids will be opened on the same day at 10:00 AM via EPADS. The estimated contract value is Rs. 19,506,674/- and performance guarantee of 5% of contract price is required in the form of bank guarantee.
