Tender Description

The Islamabad Electric Supply Company (IESCO) through its Village Electrification division in Islamabad Capital Territory is procuring construction services for the development of a 2x3 duct line to facilitate the shifting of HT/LT lines from Khan Tyre Centre to Bewal Road Part-K. This project falls under the jurisdiction of the Construction Division IESCO Islamabad and is planned for the financial year 2026-27. The technical scope includes the supply and laying of materials such as sand, burnt bricks, cement concrete in various grades, RCC pipelines, HT/LT cables, and associated civil works including manholes, transformer plinths, and path crossings. The work involves dismantling, excavation, jointing, and testing of ducts and cables as per IESCO specifications. The total estimated cost is **PKR 17,096,827**. Eligible bidders must be registered engineering firms with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, and prequalified by NTDC Lahore. Firms must have active FBR NTN and GST registration, Punjab Revenue Authority registration, and demonstrate financial capability with a bank statement showing at least 25% of the BOQ cost. Experience in similar works with DISCOs or government/semi-government organizations is mandatory. Joint ventures are allowed with clear roles and responsibilities defined. The tender documents are available on EPADS v2.0, and all bids must be submitted electronically through this platform by **Monday, June 29, 2026, 09:30 AM**. Manual submissions will not be accepted. The technical and financial bids will be evaluated on a Least Cost Based Selection (LCBS) basis. The bid security must be submitted as per the instructions, and performance guarantees will be required from the successful bidder. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the technical bid with all required documentation including PEC registration, financial statements, and proof of experience to avoid disqualification. Early site visits and thorough understanding of the scope will aid in accurate pricing and compliance with specifications.
