Tender Description

The Islamabad Electric Supply Company (IESCO) through its Village Electrification division in Islamabad Capital Territory is procuring construction services for a 4x4 duct line project. This project involves shifting HT/LT lines from Virtual University to City Place (Part-G) under the jurisdiction of Construction Division IESCO Islamabad. The scope includes construction of duct lines with manholes, transformer plinths, HT/LT path crossings, and laying of HT/LT cables as per WAPDA/IESCO specifications. The technical scope covers supply and laying of materials such as shingle and gravel formation, sand, burnt bricks, LT and HT cables, AC pipes, RCC trenches, cement concrete in various grades, brickwork, cement plaster, erection and removal of centering for RCC, reinforced cement concrete, steel reinforcement, and angles. The total estimated cost is approximately **PKR 17.29 million**. Eligible bidders must be registered engineering firms with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, and prequalified by NTDC Lahore. Firms must have active FBR NTN and GST registration, Punjab Revenue Authority registration, and provide financial documents including bank statements showing balance up to 25% of BOQ cost and income tax returns for FY 2024-25. Experience in similar works with DISCOs or government/semi-government organizations is mandatory. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS. The bid submission deadline is **June 24, 2026, at 09:30 AM** via EPADS v2.0 platform. Manual submissions are not accepted. Bidders must submit bid security in the form of CDR or pay order equivalent to 2% of BOQ cost before bid opening. The technical and financial bids will be evaluated on a Least Cost Based Selection (LCBS) basis. The contract performance guarantee is 10% of the contract price.
