Tender Description

The Islamabad Electric Supply Company (IESCO) through its Village Electrification division is procuring construction services for a 4x4 duct line to shift HT/LT lines from Children Park to Hayatsar Road, Islamabad. This project falls under the jurisdiction of the Construction Division IESCO Islamabad and is planned for the financial year 2026-27. The scope includes civil works such as excavation, supply and laying of concrete, bricks, sand, and RCC pipelines, along with electrical works involving HT/LT cable laying, jointing, and testing. The project also covers construction of manholes, transformer plinths, and path crossings as per WAPDA/IESCO specifications. Eligible bidders must be registered engineering firms with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, and prequalified by NTDC Lahore. Firms must have active FBR and Punjab Revenue Authority registrations, submit income tax returns for FY 2024-25, and demonstrate experience in similar works with DISCOs or government/semi-government organizations. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS. A bid security of 2% of BOQ cost is required, and performance guarantees will be 5-10% depending on bid price. Bids must be submitted electronically via EPADS v2.0 by Monday, June 22, 2026 at 09:30 AM. Manual submissions are not accepted. The technical and financial bids will be evaluated using Least Cost Based Selection (LCBS). The contract will be awarded to the lowest evaluated responsive bidder. The submission address for bid security originals is IESCO Head Office, Street # 40, Sector G7/4, Islamabad. Interested bidders should ensure timely registration on EPADS and prepare all required documentation including PEC registration, tax certificates, bank statements, and experience certificates. A practical tip for bidders is to carefully review the detailed Bill of Quantities and ensure all required documents are complete and uploaded on EPADS before the deadline. Early registration and bid preparation can help avoid last-minute technical issues. Also, bidders should prepare a clear joint venture agreement if applicable, as this is mandatory for JV submissions. The earnest money and performance guarantees must be from scheduled banks with A+ or higher rating to avoid disqualification.
