Tender Description
The Pakistan Airports Authority (PAA) through its Jinnah International Airport division in Karachi invites sealed bids for the construction of ASF infrastructure at Karachi Garrison and NAAS, Karachi. This procurement is planned for the financial year 2026-27 and is referenced as P72430. The project includes comprehensive civil, electrical, mechanical, and HVAC works across multiple facilities including 32 JS Apartments (2 blocks), Barracks for 128 personnel, renovation of Female Trainee Hostel, and balance works for the Academic Block.\n\nItems being procured:\n- Construction of 32 JS Apartments (2 blocks)\n- Barracks for 128 personnel\n- Renovation works for Female Trainee Hostel\n- Balance works for Academic Block\n- Electrical installations including lighting, fans, floodlights, and switchgear\n- Plumbing and sanitation works including water supply and drainage\n- HVAC systems including installation of split type air conditioners and associated piping\n- Interior finishing and furniture including beds, wardrobes, tables, and chairs\n- Construction of boundary walls and gates\n\nThe scope covers excavation, reinforced concrete works, masonry, plastering, painting, electrical wiring, plumbing, HVAC installation, and furnishing. All materials and workmanship must comply with PAA specifications and relevant standards. The contractor must maintain a fully equipped site laboratory for quality control and testing, with all costs borne by the contractor. The contractor is responsible for safety, security clearance of workers, and adherence to airport operational requirements.\n\nEligibility criteria include valid PEC registration in category C-2 or above with relevant codes, FBR active taxpayer status, minimum average annual turnover of Rs. 700 million over the last three years, and experience in similar large-scale building projects. Bid security of Rs. 25,000,000 in the form of pay order or call deposit is required.\n\nBids must be submitted online via EPADS v2.0 by 11:00 AM on August 19, 2026. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted. The procurement method is Single Stage Two Envelope with Least Cost Based Selection.
