The Urban Planning & Development Department Loralai Division invites sealed percentage tender based on Composite Schedule of Rates 2023, Government of Balochistan, amended up-to-date from interested Contractors / Firms who have renewal for the year 2026-27 for the following work in Loralai city. Items being procured: - Construction of B/T Road Malak Dotani - Killi Haji Shafique - Haji Srdardn Muhammad Nasarfrom Main Road to Killi Kareem Khan 6KM This project involves construction of a 6KM blacktop road connecting key localities, requiring experienced contractors with proven capacity. The bidder must be registered with Pakistan Engineering Council (PEC) in category C-4 or above, and must be on the Active Tax Payer List. Registration with Pakistan Balochistan Revenue Authority is mandatory. The bidder should have completed at least 2 similar assignments with turnover of at least PKR 83,581,199 in the last 5 years, and must have completed at least 3 projects with over 80% similarity, each costing more than 50% of the estimated cost. No subletting or subcontracting is allowed. Bidders must have completed 3 or more solar street light projects in the last 5 years, each over 50% of estimated cost, demonstrating adequate equipment and human resource capacity. The procurement will follow the Balochistan Public Procurement Rules 2014. The method of procurement is Single Stage - Two Envelope Procedure with Bid Security. Bids must be accompanied by a Bid Security in the form of Bank Guarantee or Deposit at Call of 3% of the estimated cost, issued by a scheduled bank in the name of the undersigned. Tender documents including NIT and bidding documents can be obtained electronically from www.bppra.gob.pk. Complete bidding documents can be viewed at the same website. The last date for bid submission is **25 August 2026 at 09:00 AM** through the e-procurement system. Tender opening will be on the same day at 10:00 AM on EPPS System Address: UP&DD Collage Road Loralai. Bids submitted after the deadline will not be accepted. The validity period of bids is ninety (90) days. Terms and conditions include blacklisting, integrity pact, and affidavits on stamp paper worth Rs. 100/- duly attested by notary public.
