Construction of Buildings and Civil Works at Creeks Area and Karachi

The Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors for construction works at the HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The tender specifically covers construction and civil works at the Creeks Area and Karachi. Items being procured: - Construction of Building at Creeks Area - Construction of Civil Work at Creeks Area (two separate works) - Construction of Accommodation at Karachi - Construction of Building at Karachi These works involve building and civil construction activities at two key locations, Creeks Area and Karachi, under the supervision of MES. The scope includes structural building works and civil engineering tasks essential for accommodation and other facilities. Firms must be enlisted with MES in category 'A' & 'B' or other government departments with relevant experience in similar works. Applicants must submit a detailed company profile including descriptions of similar works completed in the last five years, list of enrolled manpower with valid PEC numbers, details of tools, plants and machinery, bank statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates. Renewal of PEC registration must be valid up to 30th June 2027 to be eligible. The tender documents will be issued only to prequalified firms who will deposit a bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. Bids must be received at HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 18 August 2026 and will be opened the same day at 1200 hours. The lowest evaluated responsive bid will be accepted. The Accepting Officer reserves the right to reject any or all applications as per PPRA rules.
