Tender Description
The Office of Project Director (GSC) at Multan Electric Power Company (MEPCO) is procuring construction services for equipment foundations and allied civil works for two line bays at the 132KV Grid Station Kameer located in Multan, Punjab. This tender, identified as TENDER NO. 24/GSC (2025-26), is planned under MEPCO's own resources for the financial year 2026-27. The scope includes excavation, concrete works, steel reinforcement, cable trenches, and allied civil construction activities as detailed in the Bill of Quantities. The project site is at the Grid Station Kameer, and the contract duration is 30 days from commencement.
Eligible bidders must hold a valid Pakistan Engineering Council certificate with at least Category C-6 and specialization code CE-10. They must be active taxpayers on the FBR Active Taxpayer List (ATL) and provide income tax returns for the last three years. Experience requirements include successful completion of at least two similar contracts awarded by WAPDA, NTDC, or DISCOs within the last ten years, with a consolidated value exceeding 60% of the estimated cost. Registration with the Punjab Revenue Authority for sales tax is mandatory. Joint ventures are allowed but must be registered with a joint bank account and NTN number.
The tender documents are available on the EPADS v2.0 portal, and bids must be submitted electronically through EPADS by the deadline of July 1, 2026, at 11:00 AM. Manual submissions will not be accepted. The bid security amount is PKR 60,000, and a bid securing declaration or bid security instrument must accompany the bid. The technical and financial bids will be evaluated using the Least Cost Based Selection (LCBS) method.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the bid security documents as per the instructions. Late or incomplete submissions, or failure to comply with PEC and tax requirements, will lead to disqualification.
