Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) invites competent civil contractors to undertake the construction of fencing and boundary walls for company acquired land located in Chitral Town, Ayun, and Drosh within District Chitral. This project is specifically for the installation of an LPG Air Mix Plant and requires comprehensive civil construction works as per the detailed specifications and drawings provided in the tender documents.
The technical scope includes providing and fixing barbed wire fencing with angle iron posts embedded in cement concrete bases, excavation and foundation works for security rooms, termite proofing spraying, cement concrete works, brick masonry, reinforced concrete, steel reinforcement fabrication, plastering, and sanitary installations. Electrical works including wiring, switchboards, and lighting are also part of the contract to ensure a fully functional and operational site. All materials must comply with SNGPL approved manufacturers and standards.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category for the current or previous financial year, possess valid FBR registration, and provide all mandatory documents including National Tax Number, Professional Tax Clearance Certificate, and Provincial Sales Tax registration. Experience in similar civil construction projects is essential. Earnest Money of Rs. 57,000 must be submitted with the Technical Bid, and a Performance Bond equal to 10% of the contract amount is required within 15 days of work order issuance.
The tender follows a Single Stage-Two Envelope procedure under PPRA Rule 36(b). Technical proposals will be opened first, and only technically responsive bids will have their financial proposals opened. Bids must be submitted in sealed envelopes clearly marked as Technical and Financial Proposals to the Incharge (Civil), Civil Construction Department, 2nd Floor, SNGPL Head Office, 21-Kashmir Road, Lahore before the submission deadline. Late or incomplete submissions will be rejected.
A practical tip for bidders is to ensure all pages of the tender documents are signed and stamped, and that the Earnest Money and Tender Fee are submitted in hard form before the closing date. This prevents disqualification due to non-responsiveness. Familiarity with the HSE contractor manual and strict adherence to safety and environmental policies during execution will also enhance bid credibility and project success.
