Tender Description
This tender invites bids for the construction of indoor gymnasiums in the districts of Haripur and Bannu under the Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa. The project falls under the construction category and involves significant civil works to develop modern indoor sports facilities in these key districts, enhancing local sports infrastructure.
The scope includes building gymnasiums with quality construction materials compliant with MRS-2024 and NSI standards. The sites in Haripur and Bannu present typical regional engineering challenges such as ensuring structural stability and safety compliance in line with approved drawings. Contractors must demonstrate ownership or lease agreements for essential construction equipment like excavators, rollers, compactors, and concrete mixers to ensure smooth execution.
Bidders must hold active registration with the Pakistan Engineering Council (PEC) in category C3 or above, be on the Active Taxpayer List (ATL), and registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA). Compliance with PEC and FBR requirements for the financial year 2025-26 is mandatory. The tender also requires a bid security of 2% of the estimated cost and a non-refundable tender fee of 0.03% of the estimated cost. Joint ventures are not accepted, and bidders must submit a no-litigation certificate and an affidavit confirming no blacklisting in the last five years.
The submission deadline is set for 10th March 2026, with technical bids opening at 12:00 PM followed by financial bids at 1:30 PM. Bids must be submitted electronically via the E-Pak Acquisition and Disposal System (E-PADS) portal. The physical address for bid security submission and correspondence is the Directorate of Works & Implementation, Sports and Youth Affairs Department, Peshawar Sports Complex near Saddar Peshawar Cantt.
Pro-Tip: Ensure your bid includes a detailed rate analysis if quoting more than 20% below the engineer's estimate to avoid disqualification. Also, carefully check the newspaper advertisement for specific stamp duty and earnest money requirements, which are often overlooked but critical for bid acceptance.
