Tender Description
The Military Engineer Services (Navy) COMCOAST office at PNS Karsaz Karachi invites applications for pre-qualification of contractors/firms for various construction and installation works across multiple naval sites including Karachi, Mianwali, Ormara, Liaquat Creeks, and Younsibad. Interested firms must apply by 27 August 2026 at 15:00 hours for pre-qualification. Only pre-qualified firms will be issued tenders which are to be submitted by 04 September 2026 at 11:30 hours and will be opened the same day at 12:00 hours.
Items being procured:
- Construction of 01 x Room along with store and washroom with complete fittings/fixtures for establishment of Gym at RDS Mianwali
- Abnormal Repair/Maintenance works of wardroom and BOQs at PNS Qasim
- Installation of 11 KVA Battery charging points (up to 750 V, 3600 Amp and 2700 KW input supply 11 KVA) at South Wharf ONH JNB Ormara
- Completion of leftover work of 32 x Men Barrack at LSS Liaquat Creeks area
- Provision of 330 ft access road with 6.5 ft top width and 4.5 ft height including 04 x Bunkers and 09 x Solar Lights with Poles at suitable distance at Marine Canal Post
- Provision of embankment (125 ft x 125 ft) with 6.5 ft wide walking track and 4.5 ft height at Marine Canal Post
- Provision and installation of exhaust hood along with accessories at Ship's Galley 2nd FP BN Younsibad
- Water seepage treatment of wardroom and Iqbal barrack at PNS Makran
The technical scope covers civil construction, electrical installation of battery charging points, solar lighting, embankment and road works, and specialized exhaust hood installation at naval facilities. The works require experienced contractors with valid Pakistan Engineering Council registration and financial capability demonstrated by bank statements. Contractors must be on the approved list 'D' of MES or other government departments with relevant experience. Those not on the MES list must provide detailed proof of financial standing, staff, tools, and past work experience.
Earnest money equal to 2% of the estimated cost must be deposited by contractors not on the MES approved list in the form of FDR or Deposit At Call pledged to CMES (Navy) COMCOAST. This amount is refundable if the contractor is not pre-qualified or does not secure the contract.

Bidders are advised to carefully prepare their applications with all required documentation as incomplete applications will not be entertained. The CMES (Navy) COMCOAST reserves the right to reject all bids or proposals prior to acceptance without providing justification.
