Construction of Library and Auditorium Hall at Garhi Khuda Bux Bhutto

The Planning, Development, Monitoring & Implementation Cell of the Culture, Tourism, Antiquities & Archives Department, Government of Sindh, invites eligible and interested contractors, firms, and companies registered with relevant authorities to submit e-bids through the E-Pak Acquisition and Disposal System (EPADS) for the construction of a Library and Auditorium Hall at Garhi Khuda Bux Bhutto, Karachi. This procurement is conducted under the Single Stage – Two Envelope Procedure as per Sindh Public Procurement Rules, 2010, amended to date. Items being procured: - Construction of Library and Auditorium Hall at Garhi Khuda Bux Bhutto The project involves civil construction works with a completion period of 12 months. The mandatory PEC category for bidders is C-2 and above. Bidders must submit bid security amounting to Rs. 48.750 million in the form of Call Deposit, Pay Order, or Bank Guarantee in favor of DDO PDM&I Cell CTA&AD, Government of Sindh. The bid security and tender fee instrument must be submitted online on the EPADS system, with original instruments reaching the Executive Engineer office before tender opening. Bidding documents containing detailed eligibility, qualification, technical requirements, evaluation criteria, and terms are available on the SPPRA/EPADS portal (https://portalsindh.eprocure.gov.pk) effective from 25-09-2026. Technical proposals will be opened on 13-10-2026 at 11:30 AM at the office of the Executive Engineer, PDM&I Cell, Behind Rumi Graveyard, Near Grid Station at Northern By-Pass, Karachi. Financial proposals of technically qualified bidders will be opened later as per SPPRA rules. Interested bidders must be registered on EPADS and submit bids electronically by 13-10-2026 at 10:30 AM. The bid validity period is 90 days from the date of technical proposal opening, with bid security valid for 28 days beyond bid validity. Manual and conditional bids will not be accepted.
