Construction and Maintenance Works for Pakistan Navy Military Engineer Services at Multiple Locations

The Pakistan Navy Military Engineer Services (MES) invites applications for pre-qualification of contractors and firms for various construction and maintenance works at multiple naval locations including Karachi, Mianwali, Ormara, and others. The pre-qualification deadline is **27 Aug 2026 by 1500 hours**, with tender submissions due by **1130 hours on 04 Sep 2026** and opening at **1200 hours on 04 Sep 2026**. Items being procured: - Construction of 01 Room with store and washroom including complete fittings/fixtures for Gym establishment at RDS Mianwali - Abnormal repair and maintenance works of wardroom and BOQs at PNS Qasim - Installation of 11 KVA battery charging points (up to 750 V, 3600 Amp, 2700 KW input supply) at south wharf ONH JNB Ormara - Completion of leftover work of 32 Men Barrack at LSS Liaquat Creeks area - Provision of 330 ft access road with 6.5 ft top width and 4.5 ft height including 04 bunkers and 09 solar lights with poles at Marine Canal Post - Provision of embankment (125 ft x 125 ft) with 6.5 ft wide walking track and 4.5 ft height at Marine Canal Post - Provision and installation of exhaust hood with accessories at Ship's Galley 2 FP BN Younisabad - Water seepage treatment of wardroom and Iqbal barrack at PNS Makran These works cover civil construction, electrical installations, and maintenance at naval facilities. Contractors must be on the approved MES contractor list 'D' or other government departments with relevant experience. Valid Pakistan Engineering Council (PEC) registration and bank statements are mandatory. Non-approved contractors must provide proof of registration, financial standing, staff and equipment details, and experience attested by a Class-I Gazetted Officer. Contractors suspended or not on the MES approved list must deposit earnest money equal to 2% of the estimated cost as FDR or Deposit At Call pledged to CMES (Navy) COMCOAST. MES (Navy) COMCOAST reserves the right to reject any or all bids without justification but will communicate grounds upon request. Incomplete applications will not be entertained.
