Tender for Construction of New Building for PEL Examination Center, Karachi (Re-Tender)

The Pakistan Civil Aviation Authority (Ministry of Defence) invites sealed bids through EPADS v2.0 for the construction of a new building for the Personnel Licensing (PEL) Examination Center in Karachi. This project involves the construction of a two-storey reinforced concrete building with a covered footprint of approximately 2,473 square feet, designed in accordance with UKCAA guidance, ICAO requirements, and Pakistan Building Code. Items being procured: - Civil & Structural Works including foundations, columns, beams, slabs, staircases, roofing, masonry, plastering, waterproofing, earthworks, excavation, backfilling, and compaction - Architectural & Finishing Works including examination halls, reception, waiting lounge, invigilator rooms, server room, administrative offices, cafeteria, toilet blocks, flooring, wall finishes, false ceilings, acoustic treatment, doors, windows, glazing, joinery, signage, and furniture - HVAC & Mechanical Works including supply, installation, and commissioning of air conditioning, ventilation, exhaust systems, and precision cooling for server room - Electrical Works including internal power distribution, main panel, DBs, wiring, LED lighting, earthing, lightning protection, emergency power systems with diesel generator and UPS - Plumbing, Drainage & Sanitary Works including water supply, distribution, sanitary, soil, waste, grey water drainage, storage tanks, sanitary fixtures, and connection to existing infrastructure - Fire Protection & Life Safety Works including addressable fire alarm, smoke detection, fire suppression, emergency exit lighting, and fire extinguisher systems - ICT, Security & Surveillance Works including structured cabling, IP CCTV surveillance, biometric access control, audio-visual monitoring, server room fit-out, and physical security measures - External Development Works including paved parking, driveways, and pedestrian pathways - Health, Safety & Environmental Compliance including site safety measures, dust/noise/waste management, and campus security protocols The tender requires PEC registration in Constructor's Category C-4 or above with specialization codes CE-10, CE-11, EE-11, FBR registration, audited financial statements for last 3 years, and no blacklisting. The contract duration is 8 months with a Defects Notification Period of 180 days. Bids must be submitted online on EPADS v2.0 by August 26, 2026 at 11:00 AM. A bid security of Rs. 2,000,000 in the form of Pay Order is required. The tender will be evaluated on a Least Cost Based Selection (LCBS) basis.
