District Council Sialkot invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) for the development work of construction of Nullah near Azam House towards Main Nullah Village Ashiq Pur UC Pindi Bhago Tehsil Pasrur District Sialkot. Items being procured: - Construction of Nullah near Azam House towards Main Nullah Village Ashiq Pur UC Pindi Bhago Tehsil Pasrur District Sialkot The procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Contractors/Firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and must fulfill all eligibility requirements prescribed in the bidding documents. Bidding documents including terms, specifications, eligibility criteria, and other requirements are available on the Punjab e-Procurement System from the date of publication. Bids must be submitted electronically only on or before 02-09-2026 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of the District Council Sialkot in the presence of bidders or their authorized representatives. Bid Security of 5% of the estimated cost must be submitted only through a Digital Bank Guarantee (e-) via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System. Physical bid securities will not be accepted. The successful bidder shall furnish a Performance Security of 5% of the Contract Price through SWIFT MT760 in accordance with the Punjab Procurement Rules. The contract will be awarded to the lowest evaluated responsive bidder. Manual, emailed, posted, couriered, hand-delivered, incomplete, corrupt, unreadable, virus-infected, or improperly filled financial bids will be rejected. Bids remain valid for 60 days from the date of opening. If the bid submission date falls on a public holiday, the next working day will be treated as the closing date at the same scheduled time.
