Tender Description
District Council Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) for the development work of construction of Nullah near Azam House towards Main Nullah Village Ashiq Pur UC Pindi Bhago Tehsil Pasrur District Sialkot.

The contract requires bidders to be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and to fulfill all eligibility requirements as per Punjab Procurement Rules, 2014 (as amended). Bidders must submit bids electronically via the Punjab e-Procurement System by 02-09-2026 at 11:00 AM, with bid opening at 1:30 PM the same day in the presence of bidders or their authorized representatives.
Bid security of 5% of the estimated cost must be submitted only through a Digital Bank Guarantee (e-) via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System. Physical bid securities are not accepted. The successful bidder must furnish a performance security of 5% of the contract price through SWIFT MT760 in accordance with Punjab Procurement Rules.
The contract will be awarded to the lowest evaluated responsive bidder. Bids submitted manually, emailed, faxed, couriered, hand-delivered, or incomplete will be rejected. Bids remain valid for 60 days. If the bid submission date falls on a public holiday, the next working day will be treated as the closing date.
Bidders should ensure compliance with all government laws, notifications, circulars, and the Punjab Procurement Rules, including the use of the Punjab e-Procurement System and Digital Bank Guarantee.
