Construction of Office Cum Residence for Deputy Director R&D Marged Area

The Research and Development Newly Merged Area office in Peshawar invites bids through the E-PAD system for the construction of an office cum residence for the Deputy Director R&D Marged Area. This procurement is under the Forest Development Fund funded project titled 'Strengthening of Forestry Research Activities in Newly Marged Area'. Items being procured: - Construction of Office Cum Residence for Deputy Director R&D Marged Area The estimated cost of the project is Rs. 9.778 Million with a bid security of 2%. The work completion time will be as per the issued work order. Bidders must be registered with E-Pak Acquisition and Disposal System (EPADS), Pakistan Engineering Council (PEC) for the year 2026-2027, Khyber Pakhtunkhwa Revenue Authority (KPRA), and Federal Board of Revenue (FBR) with NTN active status. Experience in similar works and compliance with KP-PRA rules 2014 is mandatory. Bidding documents can be downloaded from the official EPADS website (https://eprocure.gov.pk/). Proposals must be submitted through EPADS on or before 22 October 2026 till 11:00 AM, along with hard copies delivered to the office of the Deputy Director Newly Merged Area, Shami Road, Peshawar. The bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives. A 2% earnest money call deposit in original must be attached with the tender. Incomplete or late bids will not be entertained. The contractor will bear all testing material costs from the laboratory as per engineer advice. The work will commence immediately after issuing the work order and signing the agreement. Failure to start work will result in contract cancellation and forfeiture of earnest money. All relevant taxes will be deducted as per government and KP-PRA rules. Additional bid security will be required if the bid is more than 10% below the engineer's estimate. Tender documents found bogus or false will lead to rejection and blacklisting. The single-stage-one envelope bidding procedure will be followed as per KP-PRA rules 2014. All other terms and conditions remain as per provincial government guidelines.
