Construction of Pavillion in Front of DPO Office Ground and Cricket Arena, Futsal Court at Pakpattan

District Council Pakpattan invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for development works. Contractors/Firms must be enlisted/renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and must fulfill all eligibility requirements prescribed in the bidding documents. The procurement shall be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Items being procured: - Construction of Pavillion in Front of DPO Office Ground Pakpattan - Construction of Cricket Arena, Futsal Court at Pakpattan Bidding documents containing detailed instructions, eligibility criteria, specifications, BOQ, and conditions of contract may be downloaded free of cost from the Punjab e-Procurement System and the PPRA Punjab website. Bids shall be submitted electronically through the Punjab e-Procurement System only on or before 27-07-2024 at 12:30 PM. The bids will be opened electronically on the same day at 1:30 PM in the office of the District Council Pakpattan in the presence of bidders or their authorized representatives. Bid Security shall be submitted equal to 5% of the estimated cost through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement System and arrange for its scheduled bank to issue and transmit the Digital Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, District Council Pakpattan. Physical bid securities (CDR, Pay Order, Demand Draft etc.) shall not be accepted. Bids without a valid Digital Bank Guarantee shall be rejected. Single Stage Two Envelopes (SSTE) bidding procedure will be adopted. Submission of encrypted electronic file shall be deemed submission in 'envelope' as mentioned in the rules. Only technically responsive bidders will be qualified for opening of financial bids. Financial bids of technically nonresponsive bidders shall remain unopened in the e-PADS. Bids submitted through email, courier, post, or by hand shall not be accepted. Only bids submitted through the Punjab e-Procurement System shall be considered. The bid submission date falls on a public holiday; the next working day shall be treated as the closing date at the same scheduled time. Bids shall remain valid for 120 days from the date of opening unless otherwise specified in bidding documents. Bid Security shall be forfeited if the bidder withdraws its bid during the validity period or fails to execute the contract after acceptance. In case of submission of any fake information/document, the Contractor Firm will be disqualified from the tendering procedure and will be blacklisted to participate in any tendering process. Further recommendation to PPRA and PEC will also be made against such firm contractor for appropriate action/blacklisting. It is mandatory to quote contractor's rates against each entry item of DNIT BOQs instead of percentage and completely fill the pages of rate analysis/summary/sub summary in their financial bid according to PPRA circular No.1&M(PPRA)10-1/2011 008595 dated 11th October 2024. Incomplete financial bids (i.e. blank DNIT BOQs and blank entries/pages of rates analysis/summary/sub summary etc.) shall be declared as 'Non-Responsive' and shall not be included in the competition for determination of lowest evaluated bidder. Units rate against each item, correct amount against each item and the correct sum of all items is mandatory to fill. The procuring agency may reject all bids or proposal at any time prior to acceptance of a Bid or Proposals under PPRA Rule-35 (Rejection of bids). A practical tip for bidders: Ensure your Digital Bank Guarantee is issued and transmitted via SWIFT MT760 as per instructions to avoid bid rejection. Also, strictly follow the Single Stage Two Envelopes procedure and submit bids only through the Punjab e-Procurement System to be considered valid.
