Tender Description
The Pakistan Broadcasting Corporation (PBC) invites bids for comprehensive construction and installation works at its HPT Rawalpindi site. The procurement includes the construction of a prefabricated warehouse covering approximately 13,822 square feet, supply and installation of a precast boundary wall extending 2500 running feet with razor wire fencing, execution of civil works including a reception room and security watch posts, and supply and installation of electrical items and allied works. This tender is specifically issued by the Pakistan Broadcasting Corporation based in Rawalpindi, Punjab.
The technical scope covers engineered steel building fabrication with ASTM A36 steel frames, roofing with pre-painted galvanized steel sheets, thermal insulation using 25mm thick glass wool, side wall cladding, and surface preparation with protective coatings. The boundary wall involves precast RCC panels with embedded posts, concertina wire fencing, and a sliding main gate. Civil works include RCC framed reception rooms, site clearing, earth filling, masonry, sewerage and drainage systems, and prefabricated RCC security watch posts. Electrical works encompass main incoming cables, lighting control panels, LED floodlights, power sockets, and earthing systems, all installed and commissioned as per detailed BOQ.
Eligible bidders must be registered with FBR and active on ATL, not blacklisted by any government organization, financially sound with a turnover exceeding PKR 20 million, and have over five years of relevant experience. Manufacturers of prefabricated materials and precast boundary walls must provide proof of manufacturing capability and registration with relevant authorities. The bidding follows the Single Stage Single Envelope procedure under PPRA Rules 2004.
The bid submission deadline is 15th June 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at the office of Controller (P&D), PBC Headquarters, Islamabad. A pre-bid meeting is scheduled for 3rd June 2026 at 11:00 AM at the Controller (P&D) office. Bidders must submit a refundable bid security of 2% of the quoted amount and a non-refundable tender processing fee of PKR 15,000. The contract includes performance guarantees and phased payments based on work completion milestones.
A practical tip for bidders is to conduct a mandatory site survey before submitting rates and ensure all bid documents are signed, stamped, and numbered as per instructions. Regularly check the official PBC website for updates and clarifications to avoid missing critical information or addenda.
