Tender Description
This tender invites bids for the construction and reconstruction of 16 primary and elementary schools damaged by rain and floods in 2022, located in Jacobabad District, Sindh. The Executive Engineer Education Works Division Jacobabad is procuring these works under the Provincial ADP 282 Schemes 2023-24. The scope includes dismantling damaged roofing and brickwork, excavation, reinforced cement concrete work, brick masonry, steel reinforcement fabrication, roofing, plastering, painting, and installation of sanitary fittings. The works require skilled labor, quality materials, and adherence to engineering standards to restore the schools to functional condition within 16 months. The site conditions in Jacobabad pose challenges such as flood-affected soil and the need for durable construction materials to withstand future weather events.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and demonstrate financial capacity with a turnover of at least 80% of the estimated cost. They must also provide evidence of past experience, technical staff qualifications, and availability of construction equipment. Compliance with Sindh Revenue Board (SRB), Federal Board of Revenue (FBR) active taxpayer list, and GST registration is mandatory. Bid security of 5% of the estimated cost and a non-refundable tender fee of PKR 3000 are required.
The tender follows the Single Stage, One Envelope procurement method. Bids must be submitted online via the Sindh Public Procurement Regulatory Authority (SPPRA) e-procurement portal by 09 March 2026 at 10:00 AM. Technical and financial bids will be opened the same day at 11:00 AM in the office of the Executive Engineer Education Works Division Jacobabad.
Procuring agencies advise bidders to ensure their bids meet all technical specifications and submission requirements. The PEC category, FBR/ATL status, and financial year 2025-26 compliance are critical for eligibility. The submission deadline is firm, and late bids will not be accepted. The physical address for bid submission and opening is near Government Boys High School Degree College Road, Jacobabad.
Pro-Tip: Carefully review the bid security requirements and ensure the Call Deposit Receipt (CDR) or pay order is issued in the name of the Executive Engineer Education Works Division Jacobabad. Missing or improperly issued bid security is a common cause for bid rejection.
