Tender Description
The Military Engineer Services is procuring construction, repair, maintenance, and provision works for buildings at the Army Technical College in Rawalpindi. This tender invites experienced contractors to submit applications for pre-qualification to undertake these civil works. The scope includes various building repairs and maintenance tasks essential for the upkeep and functionality of the college facilities.
Contractors must provide complete credentials and demonstrate sufficient experience in similar civil works. Eligibility requires registration with the Pakistan Engineering Council (PEC) in categories A, B, C, D, or E. Firms must also be on the approved MES list or provide detailed work history for the last two years, including ongoing projects. A certificate confirming no legal disputes with government departments is mandatory.
The tender documents will be issued only to qualified firms after scrutiny. Interested contractors should submit their tenders by 11:30 AM on 22 May 2026, with the opening scheduled at 12:00 PM the same day. The submission and opening will take place at the office of the Garrison Engineer (Army) Rawalpindi. Contractors are encouraged to attend the opening.
A practical tip for bidders is to ensure all required certifications, including PEC registration and FBR/ATL status, are up to date and clearly documented in the Technical Bid. This will avoid disqualification during the scrutiny phase. Also, timely submission before the deadline is critical to avoid rejection. Earnest Money and CDR requirements should be carefully checked in the tender documents to comply fully with the financial bid conditions.
