Tender Description
This tender invites bids for the construction and maintenance of government roads including clearance of roadways and removal of land slides, as well as construction of boundary walls around minorities graveyard and shamshan ghats in Shangla district, Khyber Pakhtunkhwa. The Communication & Works Department requires experienced contractors to undertake these civil works, ensuring durability and safety in a challenging hilly terrain prone to landslides and erosion. The projects demand quality materials and adherence to engineering standards to withstand local environmental conditions.
Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority and comply with the KPPRA procurement rules. The tender requires submission of earnest money in the form of Call Deposit Receipt (CDR) as per the specified percentages of the engineer's estimate. Contractors should be aware of the PEC category requirements (C-5 and C-6) and ensure their FBR Active Taxpayer List (ATL) status is up to date for the fiscal year 2025-26. The department emphasizes strict compliance with bid security and additional security rules to avoid disqualification.
The submission deadline is set for 28th April 2026 at 12:00 PM, with bid opening scheduled on the same day at 12:30 PM at the office of the Executive Engineer, C&W Division Shangla. Bidders must submit their electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) following the single stage single envelope procedure. All bids will be retained until contract approval, and the department reserves the right to reject any or all bids with valid reasons.
Pro-Tip: Ensure your bid includes the detailed rate analysis if quoting more than 20% below the engineer's estimate to avoid being declared non-responsive. Also, double-check the submission of original bid security instruments before the deadline to prevent disqualification or blacklisting.
