Tender Description
The Local Government & Community Development (LG&CD) Civil Division Gujrat invites electronic bids from eligible contractors and firms for the construction of streets and drains in villages Umarpur and Bhind Gran, located in Tehsil Kharian, District Gujrat. This procurement is conducted through the Punjab e-Procurement System, ensuring transparency and compliance with the Punjab Procurement Rules, 2014 (as amended).

The project involves detailed civil works including street paving and drainage system installation to improve local infrastructure. Bidders must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and meet all eligibility criteria as prescribed in the bidding documents. A bid security equal to 5% of the estimated cost must be submitted through a Digital Bank Guarantee or link payment method via the Punjab e-Procurement System. Physical bid securities such as CDR, Pay Order, or Demand Draft will not be accepted.
Bids must be submitted electronically only through the Punjab e-Procurement System by or before 26-09-2026 at 01:15 PM. The technical and financial bids will be opened on the same day at 01:45 PM in the presence of bidders or their authorized representatives. The contract will be awarded to the lowest evaluated responsive bidder in accordance with the Punjab Procurement Rules. Manual, email, courier, or hand submissions are not accepted.
All bidders are advised to carefully review the detailed bidding documents available for free download from the Punjab e-Procurement System and PPRA Punjab website. The procuring agency reserves the right to reject any or all bids and to increase or decrease the scope of work subject to budget availability.
A practical tip for bidders: Ensure your Digital Bank Guarantee is properly issued and transmitted through SWIFT MT760 or link payment to avoid rejection of your bid security. Also, submit your bids well before the deadline to avoid last-minute technical issues on the e-Procurement portal.
