Tender Description
The College Education Work Division Larkana is procuring construction and uplifting services for the Auditorium Hall and allied facilities at BNB Girls Degree College Larkana under the Provincial ADP 2025-26 programme. This project involves extensive civil works including excavation, reinforced cement concrete, brickwork, plastering, flooring with marble and tiles, aluminum framing for doors and windows, acoustic ceiling installation, and water supply plumbing. The scope also covers electrical works such as installation of electrical generators and lighting fixtures.
The technical scope requires contractors to have valid PEC registration in relevant categories, with a minimum of five years experience in similar works. Firms must demonstrate financial soundness with audited financial statements and tax returns for the last five years, and possess necessary equipment including concrete mixers, vibrators, scaffolding, and generators. Key personnel such as construction managers and engineers must be registered with PEC and have requisite experience.
Bidders must submit technical and financial proposals separately under the Single Stage – Two Envelope Procedure. The bid security is set at 5% of the estimated cost, and performance security at 10%. The contract duration is 24 months from the date of commencement. The submission deadline is seven days after the publish date or as notified, with bids to be submitted at the Office of the Executive Engineer, College Education Department, Larkana.
A practical tip for bidders is to ensure all mandatory eligibility documents including valid PEC license, NTN, SRB certificates, and ISO certifications are complete and attached. Non-compliance will lead to disqualification. Also, bidders should carefully prepare the technical proposal to meet the minimum 75% score threshold to qualify for financial bid opening. Early site visits and thorough understanding of the bill of quantities will aid in accurate pricing and compliance.
