Tender Description
The Azad Jammu & Kashmir Power Development Organization invites bids for construction works related to the 3.0 MW Phullawai Hydropower Project located in Neelum Valley, AJK. This tender covers two major lots: the first involves construction of a diversion weir, intake, power channel, sand trap and forebay, access roads, and allied civil and hydraulic steel works with an estimated cost of Rs. 216.514 million. The second lot includes construction of anchor blocks, power house, tail race, staff quarter, and supply and installation of penstock and spillway pipes along with allied civil and hydraulic steel works, estimated at Rs. 160.191 million.
The project requires firms licensed by the Pakistan Engineering Council (PEC) in categories C-3 and above, with specialization codes CE-04 and CE-10. Bidders must be registered with FBR and ATL and have relevant experience in hydropower civil works. Joint ventures are allowed but must have prior approval and be limited to two firms.
The technical and financial bids must be submitted electronically by 02 June 2026 at 01:30 pm via the E-Bidding system. Hard copies of original bank receipts for bid security and bidding documents must be submitted within 48 hours after bid opening to the office of the Deputy Director Civil Power Development Organization, Muzaffarabad. Earnest money in the form of call deposit or cash deposit is required as per the specified amounts. Bidders are advised to carefully follow the instructions on the E-Bidding dashboard and ensure all documents are uploaded in PDF format.
A pre-bid meeting is scheduled for 22 May 2026 at 10:00 am at the Deputy Director Civil Power Development Organization office in Upper Chatter, Muzaffarabad.
