Tender Description
The Office of Project Director (GSC) at Multan Electric Power Company (MEPCO) is inviting bids for the construction of civil works related to the erection of tower foundations at the 66KV Transmission Line from Mankera to Nawan Kot, specifically at location numbers 162-163. This procurement is planned for the financial year 2026-27 and is based in Multan, Punjab. The tender reference number is 01/GSC (2026-27) with contract identification P57260.
Items being procured:
- Construction of 02-No. ZM-1 type tower foundations
- Plain cement concrete spread foundations using cement, sand, and crush in all soil types including rock
- Excavation, stub setting, dewatering, shuttering, concreting, curing, backfilling, leveling, and grading
- Grounding set installation for each tower
- Quantity: 8 feet footing per tower
The technical scope includes complete civil foundation works as per drawing No. PDW/TC-198 with an angle of repose of 20 degrees. The work involves supply of all materials, site preparation, and execution of foundations suitable for the specified tower type. The project site is located near the 132 Kv Grid Station on Khanewal Road, Multan.
Eligibility criteria require bidders to have a valid Pakistan Engineering Council (PEC) certificate with at least Category C-6 and specialization code CE-10. Bidders must be on the active tax payer list (ATL) and provide income tax returns for the last three years. Registration with Punjab Revenue Authority for sales tax is also mandatory. Experience in similar works awarded by WAPDA, NTDC, or DISCOs is required, with at least two successfully completed contracts within the last ten years and a consolidated value exceeding 60% of the estimated cost.
The bid submission deadline is Thursday, July 30, 2026, at 11:00 AM, with electronic submission through EPADS v2.0 mandatory. Manual submissions will not be accepted. The bid opening will occur on the same day at 11:30 AM via EPADS. The bid security must be submitted in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft. The performance guarantee required is 10% of the contract price.
